Description

Objectives

Develop the theoretical and practice training on the implementation aspects of the urban planning and management process, with prominence for the municipal level: the plans implementation and the impacts on real state market; the execution program of the urban development; the instruments of land use policies and the implementation systems; the equitable distribution of benefits and trusts management. Understand the Real-Estate valuation techniques.

Syllabus

1. Urban management in the planning process. Plans execution models and the different roles of public and private stakeholders. 2. Urban development programming. Urban management in urban sprawl areas. Urban rehabilitation and regeneration. 3. Land use change, land and property value; main factors that influence land and property value. 4. The nature of markets in land and property; main stakeholders, their goals and strategies. 5. Real-Estate valuation techniques. 6. Land use policies and its instruments. 7. Land and property taxation as an instrument of land use policies and as a sustainable source of local revenue. 8. The approval process of land use transformation and buildings projects permits in urban management. 11. Implementation system of municipal plans; main instruments and the equitable distribution of benefits and costs management.

Cross Competence Component

The CU allows the development of transversal competences on Critical Thinking, namely strategic thinking and problem solving approaches, within the assignment and its presentation and discussion; Interpersonal and Intrapersonal Skills will also be promoted (oral, organizational and teamwork, perseverance, self-motivation skills) within the group assignment and its presentation and discussion with professors and colleagues; The assignment contents will also require the development of Information and Media Literacy (ability to locate and access information, as well as to analyze and evaluate it). The assessment percentage associated with these competences should be around 10%.

Ethical Principles

All members of a group are responsible for the group's work. In any assessment, every students shall honestly disclose any help received and sources used. In an oral assessment, every students shall be able to present and answer questions about the entire assignment and solution.
